The obligation of the SBB CFF FFS to transport any people remains as it is. The Swiss Federal Council wanted a restriction of that duty in order to force sports-fans into using special trains or buses chartered by their clubs. In addition, they also wanted the right to hold clubs responsible for damages brought about by their fans.

Today, however, these plans were definitely abandoned by the National Council who voted against this measure with 119 against 50 votes (eleven absentions). There was too much doubt that it would be possible to keep the fans away from regular trains. Therefore, the Federal Council will have to keep looking for another, more feasible solution.
