In general, clubs that apply for state subsidies (so-called à-fonds-perdu contributions) have to cut their total payrolls by 20 per cent compared to the 2018-19 season. There is, however, a special regulation for clubs whose total payroll was at least 30 per cent below the league average. These clubs have to reduce their payroll by only 10 per cent.
The federal government's à-fonds-perdu contributions are intended to compensate for up to two-thirds of the lost revenue from ticket sales compared to the 2018-19 season. Of the total CHF 350 million available for 2020 and 2021, a maximum of CHF 115 million will be available as subsidies, the rest as loans.
As of 2021, the clubs will first and foremost receive these à-fonds-perdu contributions. Loans will only be granted if a club is still threatened in its existence after receiving state subsidies.
